Is it allowed to give a charging 4.5 to 4.8 volts to recharge its batteries when it runs on 5 volts?

I'm pretty sure is good, but I just want another opinion to support me, so I do not accidentally destroy an expensive battery. If food is a 5v charger is it ok to give 4.5 to 5 volt charge. Since power comes from a solar cell, volts jitter around a lot as it would great if you give a link to a diagram or a circuit to show that to keep it well regulated (This second part is optional).
