Good question ... There are a number of reasons ... 1. Political pressures. In policy, governments did not have much time to produce results, they are considered failures quickly and inactivity. The fact is, the Indian government are poor, and they have many, many demands on the budget. Thus, long-term items such as solar energy are pushed down the list while other more pressing issue are addressed. As a group, Indians are demanding activity on a number of other questions, if you can not blame the Indian government to focus on these at the expense of others for which there is no great constitutency. 1. Pressures budget. Hand in hand with point # 1, solar energy is extremely expensive to produce, and the total power produced per unit of cost is low compared to conventional fuels. The technology has not progressed to the point where solar energy is a cost effective alternative to conventional fuels: thus, it becomes something more than the rich countries can afford to do to appease interest groups. 3. Alternatives. India is one countries that were exempted from the Kyoto Accords on global warming. Given their exempt position, there is no international (or national) pressure for India to diversify its energy production. To summarize, given the high cost, low production capacity energy, political and budgetary reasons for postponing the election, it is not surprising that India voted against a broad participation solar energy.
